Alliance of Health Care Sharing Ministries names Randall Hultgren as Executive Director

Former member of Congress and nonprofit executive to lead national association representing Health Care Sharing Ministries

WASHINGTON —The Alliance of Health Care Sharing Ministries (Alliance) announced today that Randall Hultgren, a former member of Congress and longtime nonprofit and association executive, has been named executive director of the national trade organization.

Hultgren brings decades of leadership experience spanning public service, nonprofit management, law and financial services. In his new role, he will oversee the strategic direction and daily operations of the Alliance of Health Care Sharing Ministries, which represents organizations facilitating the sharing of health care needs — financial, emotional and spiritual — among individuals and families nationwide.

“It is an extraordinary honor to serve an association that exists to protect and strengthen Health Care Sharing Ministries and the millions of Americans who rely on them,” Hultgren said. “These ministries represent compassion in action, neighbors helping neighbors shoulder health care burdens while honoring deeply held convictions. I look forward to advancing their common interests and ensuring their freedom to serve remains secure.”

Hultgren most recently served as president and chief executive officer of the Illinois Bankers Association, a 135-year-old trade organization representing most banks in Illinois, and approximately 100,000 bankers across the state. In that role, he was responsible for the association’s overall leadership, strategy and operational management, working closely with its board of directors to guide policy engagement, member services and organizational growth.

Before leading the Illinois Bankers Association, Hultgren served in several executive and financial services roles, including senior vice president of commercial lending at Wintrust Financial, a multi-state financial services corporation.

Hultgren also practiced law in Illinois, focusing on probate, real estate, transactions, wills and trusts. His legal background, combined with years of experience working within complex regulatory environments, equips him to navigate the evolving policy landscape impacting Health Care Sharing Ministries.

From 2011 to 2019, Hultgren represented Illinois’ 14th Congressional District in the U.S. House of Representatives, serving more than 700,000 constituents in the northern and western suburbs of Chicago. During his tenure, he focused on reducing regulatory barriers, assisting constituents and advancing policies aimed at economic growth and accountable government.

In Congress, Hultgren served on the Financial Services Committee and the Science, Space and Technology Committee, along with other assignments addressing housing, insurance, capital markets, transportation and agriculture. He also held leadership roles on bipartisan commissions and caucuses addressing issues ranging from religious freedom and human trafficking to science education and financial innovation.

Prior to his time in Congress, Hultgren served in the Illinois State Senate and the Illinois House of Representatives, representing suburban Chicago districts and serving on committees including Financial Institutions, Insurance and Judiciary. His public service career began at the local level, where he served on the DuPage County Board.

In addition to his professional career, Hultgren has served on numerous nonprofit and advisory boards, including the National Advisory Board of The Salvation Army USA. He is a graduate of Chicago-Kent College of Law and holds a bachelor’s degree in political science and communications from Bethel College.

Founded in 2007 and headquartered in Washington, D.C., the Alliance of Health Care Sharing Ministries is a 501(c)(6) trade organization representing the common interests of Health Care Sharing Ministries, which facilitate the sharing of health care needs — financial, emotional, and spiritual — by individuals and families.
